China the next potential and riding shotgun over issues is clearly a reason bad leadership continue without impunity. Like Taylor and Bashir, the future does look bleak as these mad dogs may face the ICC arrest warrants. The cold war came and went with the defeat of the USSR. The ongoing real war in Africa may yet bubble up to the surface.

The 'foreign powers' clearly refers to the US and EU. Any Mugabe apologist always frames his (and they're almost always he's) argument in terms of defiance against alleged neocolonialism, totally ignoring the heavy criticism Bob and his cabal received from within Africa itself. If you bash the west, it gives you imm/punity in the eyes of some.
